Pet-friendly travel to Abu Dhabi will become more convenient for pet owners because the Emirate introduces complete new regulations which permit companion animals to enter hotels and tourist sites under strict supervision. Industry insiders confirmed that the update demonstrates current travel trends which treat pets as family members included in all types of vacations from city breaks to staycations to Gulf getaways.

The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has issued Circular No. 2/2026, formally permitting hotels and licensed tourism restaurants to admit companion animals, defined strictly as domestic cats and dogs that usually accompany their owners outside the home. The move is aligned with amendments approved by the Department of Municipalities and Transport (DMT), which updated public health, safety and animal control regulations to allow tourist facilities to welcome pets while maintaining strict hygiene standards.

Participation in the scheme is voluntary, meaning each hotel or restaurant can decide whether to adopt pet-friendly policies, provided they meet all operational and public health requirements. Officials indicated that the framework aims to diversify visitor services, position Abu Dhabi as a forward-thinking destination and respond to global trends in pet-inclusive travel.

Under the circular, companion animals are limited to cats and dogs that are accustomed to accompanying their owners in public, excluding unfamiliar, prohibited, exotic or dangerous animals. Dangerous dog breeds are explicitly barred, and owners retain full responsibility for their animals’ behaviour at all times during their visit.

Authorities have framed the definition narrowly to safeguard guest comfort and public safety, particularly in mixed-use hospitality environments where family travellers, business guests and pet owners share the same space. Stakeholders suggested that this focused approach would help hotels market dedicated pet-friendly offerings while reassuring visitors who prefer pet-free areas.

DCT Abu Dhabi’s circular requires participating properties to designate specific pet-friendly zones that are clearly separated from food preparation and primary service areas. Hotels must allocate distinct floors, suites or rooms for guests with pets, marked with approved signage, and provide direct external access to these areas so animals do not pass through lobbies, pools, spas, main dining rooms or kitchens.

In public spaces, cats must remain in enclosed carriers, while dogs must be kept on a leash and under full control. Establishments are instructed to prioritise open-air spaces such as terraces, balconies and outdoor seating for pet-friendly zones, with indoor areas allowed only where air quality, hygiene and guest comfort can be assured.

Public health remains central to the updated framework, with daily cleaning and disinfection mandated for all pet-accessible areas, including the use of robust disinfectants and enhanced room turnaround procedures after a pet stay. Hotels and restaurants must display clear hygiene guidelines for guests, use single-use utensils for animal food and water, and prevent animals from accessing food storage areas, buffets, pools, health clubs and main restaurant interiors.

Animals showing signs of illness can be refused entry unless owners present a valid veterinary certificate confirming that they are disease free. Officials highlighted that these layers of precaution are designed to keep Abu Dhabi’s reputation for high hospitality standards intact, even as the destination becomes more accommodating to four-legged travellers.

By formalising pet-friendly guidance, Abu Dhabi is tapping into a growing international market of travellers who plan trips around pet-inclusive stays and experiences. Tourism observers noted that the rules will likely encourage new product development, from dedicated pet floors and welcome amenities to curated walking routes and outdoor café spaces where animals are allowed.

The updated regulations also build on the emirate’s wider efforts to modernise animal control, including mandatory pet registration and fines for non-compliance, reinforcing responsible ownership alongside tourism growth. Local hoteliers were said to be evaluating how to integrate pet stays into their brand positioning, with some seeing opportunities to attract long-stay guests, relocation stays and GCC-based families who want to travel with their pets.

For hospitality operators, the framework will require adjustments to operational planning, staff training and facility layouts, from housekeeping protocols and front office procedures to signage and guest communication. However, tourism analysts suggested that early adopters could benefit from positive word-of-mouth and differentiation in a competitive regional market.

The decision by Abu Dhabi to allow companion animals through controlled entry points to its facilities demonstrates a shift towards personalized hospitality in Middle Eastern countries which now base their visitor reception methods on the personal habits of their guests. The Emirates new system offers visitors who wanted to experience their pets resting at their feet in a fashionable Corniche café or spending time in a hotel suite after visiting local attractions an opportunity to enjoy home-like stays which maintain Abu Dhabi’s high standards of quality.
